Generalize tools/aws-ip.sh script for remote development

Follow up to #2398

As mentioned in https://github.com/Seneca-CDOT/telescope/pull/2398#discussion_r742951047, we should generalize aws-ip.sh so we can use it for both AWS and Gitpod. This means we also need to rename the file to something more appropriate.
