wgMonthNames is deprecated

Description

The wgMonthNames and wgMonthNames variables are currently exported by OutputPage in the page HTML on all page views, via mw.config.

These will be deprecated and removed in MW 1.33 or 1.34.

Migration

Use the mediawiki.language module instead (available since MW 1.22.). See https://phabricator.wikimedia.org/T219340#5060585 for usage example.
