Scrollbar disappears when Page Dimmer is opened and closed with Scrolling Modal open

Bug Report

Steps

1. Open a modal whose content is long enough to create a scroll bar.
2. Opens and closes the Dimmer that fills the Page.

Expected Result

Maintain existing scroll bar.

Actual Result

Modal content cannot be viewed properly due to the disappearance of the scroll bar
