Hub grid console web page does not load until all tests are complete.

What steps will reproduce the problem?
1. Start a Hub with multiple nodes (With docker images)
2. Run More tests then there are nodes available
3. Attempt to load the grid console webpage.
4. Observe that it failed to load until all tests are complete

What is the expected output? What do you see instead?
Console web page should load within a reasonable amount of time. (Preferably less than
2 seconds, and that's pushing it)

Selenium version: 2.44.0
OS: Ubuntu 14.04
Browser: Chrome
Browser version: 39.0.2171.71
Docker 1.3.2

I have pushed a test-repeat.sh script up to the docker-selenium repo that will repeat
a test 50 times, which is what I used for me simulated stress test.
