Migrate images to GHCR due to docker.io pull rate limits

As mentioned in https://github.com/kubeflow/manifests/issues/3010, the recent changes in dockerhub implements a pull rate limit. So we need to move to GHCR instead of docker hub.

This issue aims at discussing with are the necessary steps required to implement this change.
