"Skip Edits" in config.ini

What does "skip edits" actually do? Can anyone explain?

If someone edits message the bot will process it again as if it had just been posted. Sometimes people edit links in and it can be useful to try to download again. So Skip edits means bot doesn't try to process it again on edit.
