[Bug] Crafter can't return fetched items from withholding crafter

When crafter getting items from the network, it can get items from withholding crafter. If fetched items are not enough to craft, the crafter will go to return items. Then I found that when crafter has fetched items from the network, and something is from withholding crafter (the item is only in the withholding crafter), and these fetched items can't craft a item. The crafter will NOT return the item fetched from withholding crafter.

Is it a bug? Or is it intentional?
