Device cannot connect to WPA2/3 transition APs

Describe the bug Given an AP in WPA2/WPA3 transition mode, offering both SAE (3) and AES-CCMP (2), the device cannot connect.

To Reproduce Steps to reproduce the behavior:

  1. Open the example sketch wifi_sta.
  2. Enter the SSID and PSK for a transition mode network.
  3. The device does not respond after EAPOLs are sent.

Expected behavior The device auths with the allowed AES-CCMP key management.
