FIX: SOC link to Help page of documentation doesn't work for airgap users

When SOC encounters an Elasticsearch error, it prompts the user with a link to the Help page of the documentation. We include an offline copy of the documentation in SOC for airgap users, but that offline copy is a single-page version of the docs and so the Help page is really just a section: https://SecurityOnion/docs/#document-help

The help page behind the link in the error messages shows an 404 page not found error on /docs//help. .
