I recently stumbled upon this article: https://www.oddbird.net/2022/06/01/dependabot-single-pull-request/. Maybe this is something to consider for PDM? I would be glad to try myself in implementing that. What do you think @frostming?
I think everything about the causes of the issue was already said. Closing, since the issue is upstream and there is nothing Poetry can do about it.

The way Poetry and surrounding projects (tomlkit, cleo, poetry-core) have GH Actions set up, might be a good reference point.
