Oscillating chip doesn't work properly

I created a chip that is supposed to oscillate the output's state, but it does nothing. The result shown in the first picture causes the result shown in the second picture, and the second result causes the first one again. This all happens in a repeating cycle. The OSCILLATE chip is defined as shown in the third picture.
