[BUG / Feature Request?] No more On Hover when Tab to Toggle is toggled Off

When you put Show names on "Tab to Toggle", and it's toggled off, the label won't show on hover either.

It would be nice to be able to toggle On for constant display, but when toggled Off, that it still shows on hover.

Not sure if it's a bug or that it'd be an expansion of the current feature.
