[`BrokeredMessage.State`](https://docs.microsoft.com/en-us/dotnet/api/microsoft.servicebus.messaging.brokeredmessage.state?view=azure-dotnet#Microsoft_ServiceBus_Messaging_BrokeredMessage_State). Sounds like it should be on the SystemProperties collection as information coming from the broker
