A package system which requires reboot after installation is not up to todays standards. It makes using the software that one bit more irritating.
If you're referring to Flatpak, I don't think it requires a reboot after installation. The only packaging system that I encountered so far that requires a reboot is rpm-ostree.

It probably doesn't require reboot to run the app from console. But the way Flatpack creates .desktop
file makes it invisible until reboot.
When I install a new app, I don't immediately know how to run it from console (unless it is a console app).

ALT Linux has an RPM package for you to install.

I just filed an ITP to package kooha for debian; it will take me at least until Christmas to start working on it tbh.
fwiw, kooha works (tm) on debian and will land in unstable soon (tm)
