Improve getting started docs for developers

This is a draft PR for rewrting the getting started (development) and creating an addon pages. For now I'm keeping the same step-based tutorial for creating an addon, but that could probably be changed.

I think so. There are still some refinements that could be done but it's still a lot better than the current version and has been sitting here for a year.
