Describe the new addon

Inspired as a possible alternative to #1775. This would add a sidebar at the right of the scripts area with a list of every script (hat block) in the sprite. When a script is clicked in the panel, the editor would jump to that script, similar to how griffpatch's Dev Tools jumps to blocks. Scripts could be "named" either through the panel or by right-clicking on the corresponding hat block. They could also be organized into folders. (This information could be stored by attaching a comment to the hat block or by putting a new "sa" custom block directly underneath it.)
