FEATRUE REQEUST: Allow admins to require minimum password complexity

If I just missed how to do this, and it exists, please let me know.

When I allow a person to change their password, I'd like to ensure they set a new strong password with a minimum length, require x upper case, x numbers, x special characters, etc. in an attempt to keep them from using weak passwords at least.
