This PR adds package Proxytunnel https://github.com/proxytunnel/proxytunnel to the main bucket.

Similar to the already existing in the main bucket connect https://github.com/ScoopInstaller/Main/blob/master/bucket/connect.json , it adds HTTP Proxy capability to OpenSSH, but with the added benefit of being actively maintained and supporting HTTPS encrypted SSH connections and multi proxy jumps, as required for SSH to work in corporate firewalls with strict SSH filtering.

With almost 500 Stars, this package is an essential tool in corporate devops environments that has existed for years and has a sizeable user base. It is actively maintained and has an auto-build GitHub Actions for Windows. https://github.com/proxytunnel/proxytunnel/releases/tag/v1.12.2 . It is a CLI only tool. Just like the already commited connect, proxyconnect fullfills all the requirements to be in Scoop's main bucket.

There does not exist an issue yet, but I'm happy to open one up if required.
