[Request] Add Nvidia cuDNN

There is already an Nvidia CUDA here. It's fine. But CUDA is useless without Nvidia cuDNN (https://developer.nvidia.com/cudnn) in deep learning domain. Thanks.

Looks like downloading cudnn installer needs login to NVIDIA. I have no idea how to handle this situation.

I created a repository that contains the cudnn manifest. I don't think it's suitable to add to main bucket.
