Could you check that your innounp is up to date on version 0.50? (run scoop info innounp) See: https://github.com/ScoopInstaller/Extras/issues/7977

I had the same problem and @tech189's response resolved it. I was on innounp 0.49. I ran scoop update innounp to get to 0.50 and then the Gimp extraction and installation succeeded.

It takes time. I did uninstall/install several times, finally, installed successfully!

C:\Users\username>scoop update innounp
innounp: 0.50 (latest version)
Latest versions for all apps are installed! For more information try 'scoop status'

C:\Users\username>scoop status
Scoop is up to date.
Everything is ok!
