Need to split out TortoiseOverlayIcons into its own package and make TortoiseSVN and TortoiseGit depend on that.

This PR is based loosely on the tortoisesvn package. The class GUID's in https://github.com/ScoopInstaller/Extras/pull/5443/files#diff-57e23433b28c42011b50f5ac5a2fa7e162b3024557ea2accdbbbc80a81817019 and https://github.com/ScoopInstaller/Extras/pull/5443/files#diff-1380dca9e7e795638617ec71049f937026fd895fead2f61d336dac96427b93b9 have to be updated to align with TortoiseGit's class IDs. Contributions welcome.
