It looks like someone has this in their own custom bucket here: https://github.com/dodorz/scoop-bucket/blob/master/TeraCopy.json

Perhaps the maintainer wouldn't mind merging this into extras.

If you want to use a non-portable version, there is one at non-portable buckets. You can use scoop bucket add nonportable to add it. Also the URL above cannot be accessed anymore.

I, personally, would prefer to leave applications in external buckets, if they are being actively maintained. If we throw everything in Extras, that will increase our support/maintainence time, and may discourage other bucket maintainers from continuing to maintain their buckets.

For long time viability, we need some way of divying up the maintenance work, so it doesn't fall on just a few people.
