tailscale: fix service installation

Fixes the postinst / postrm script.

Not very sure where the tailscale-ipn.exe /install syntax came from (searched multiple versions, no matches found).

This should properly install the service.

I'm having this issue too with 1.76.1 tried 1.77.x too.
