• update cmd shim to call git's bash.exe instead of wsl's bash.exe
• remove old dependency (wget)

Closes: #13385

The auto-generated ani-cli.cmd shim now calls WSL's bash.exe at C:\Windows\System32\bash.exe instead of Git for Windows' bash.exe at ~\scoop\apps\git\current\bin\bash.exe, which causes a few problems for Windows users of ani-cli. This commit fixes it by updating the ani-cli.cmd shim in post_install.
