`equalise_meshes()` routine?

We know that XIOS (used in LFRic) will often output the 'same' mesh but with nodes in different orders. This is obviously inconvenient for users, and potentially something we could solve by providing a routine to replace all these Meshes with a single identical Mesh, allowing further operations such as merging.
