Add support for ProductDefinitionTemplate 4.60

Product definition template 4.60 is used by lots of the datasets in the ECMWF Mars system, including the S2S and Copernicus seasonal datasets which are growing increasingly important. Therefore support for this in iris-grib is becoming more necessary.
