GPU packages for latest release

Description

When are GPU packages released? We'd like to make sure they are available for the version of TensorFlow.NET we depend on, but it seems there is are a mix of non-overlapping versions for the Windows and Linux GPU packages.

The latest Windows-GPU version is 2.10.3, while the latest Linux-GPU version is 2.11.1, and the non-GPU version is 2.16.0.

We'd like to update to latest, but this would mean that folks would lose the ability to use the GPU versions. https://github.com/dotnet/machinelearning/pull/7472#discussion_r2190770852
