TangXiaoSROCK2 weak order 2

TangXiaoSROCK2 is not giving weak second order convergence. #177 #73 There is probably some issue with the constants they don't satisfy theorem 2 in the paper.

image So turn out that the constants mentioned in this paper are not wrong they are for specific stages and alpha

@ChrisRackauckas This could be a bigger issue because know we have to calculate the constants and it will not be a trivial task.
