CompatHelper: bump compat for OptimizationMOI to 0.4 for package OptimizationFrameworks, (keep existing compat)

This pull request changes the compat entry for the OptimizationMOI package from 0.1, 0.2, 0.3 to 0.1, 0.2, 0.3, 0.4 for package OptimizationFrameworks. This keeps the compat entries for earlier versions.
