CompatHelper: bump compat for MethodOfLines to 0.10 for package MethodOfLinesPDE, (keep existing compat)

This pull request changes the compat entry for the MethodOfLines package from 0.9 to 0.9, 0.10 for package MethodOfLinesPDE. This keeps the compat entries for earlier versions.
