Preconditioner for IDA in MTK

Is your feature request related to a problem? Please describe.

Currently, it is possible to define a preconditioner for the Sundials IDA solver manually in DifferentialEquations.jl. However, this can be slow and error-prone.

Describe the solution you’d like

Use the existing information in MTK models to generate the IDA preconditioner(s) automatically.

Additional context

The IDA preconditioner definition is different than CVODE.
