split docs to separate repo / CI process

Doc builds are about to tip over 90 minutes with the many examples and external packages now being added. I think we should consider splitting the docs, or at least the non-core functionality docs that show higher level applications (perhaps using multidocumenter?), off to their own repo and/or a separate CI setup.
