Proposal Id not shown in dataset details

Summary

When I view a dataset with an assigned proposal id, but the proposal does not exists in scicta, the proposal id is shown in the datasets list, but not in the dataset details. If a user view directly the dataset details, he/seh will not be aware that the dataset has an assigned proposal id and there is an issue because the proposal doe snot exists in the system yet.

Steps to Reproduce

• list a dataset with a proposal id of proposal that ha snot been created in scicat yet
• view the details of the dataset
• the proposal id is not show

Current Behaviour

When viewing the dataset's details, the proposal id is not show at all.

Expected Behaviour

If a dataset has an assigned proposal id, it should be shown in the details view. If such proposal does not exists in scicat, no link should be provided and maybe a note stating that the proposal does not exists. If the proposal exists in scicta, the proposal id should be linked to the proposal details page
