Frontend does not allow to save changes to metadata

Summary

When viewing a dataset that I can edit, sometimes when I edit the metadata, I'm allowed to edit them, but the "save changes" button it is not active.

Steps to Reproduce

• View a dataset
• Edit Scientific Metadata
• Add a new property
• Scroll down to save
• "Save changes" button is not active

Current Behaviour

For some datasets, users are allow to edit scientific metadata, but the button to save changes is never enabled.

Expected Behaviour

If the interface allows me to edit the scientific metadata, it should enable the "save changes" button. IF I do not have permissions, It should not present the option to edit the metadata at all
