Issue Name

Data files from public datasets doesn't show up for logged in user

Summary

The data files of public dataset show up correctly for unauthenticated view but not for authenticated view.

Steps to Reproduce

• Log in to SciCat
• Click on All Public Data button
• Select a public dataset that you are not in owner group or access group.
• Select Datafiles tab

Current Behaviour

No data files show up

Expected Behaviour

A table of data files
