Dataset Search Form Filters not consistents
Summary
When viewing the datasets list as anonymous, the search form show a set of default filters (Image 1), while when I log in with a functional account, the form is empty (Image 2)

Steps to Reproduce
Start FE in new-sdk-release branch and visit url http://127.0.0.1:4200/datasets?args=%7B%22skip%22:0,%22limit%22:25%7D. You should see the screen shown in image 1.
Login with any account (We used functional account ingestor), the search form does not show any filter, as shown in image 2.
Current Behaviour
As a new user the search form is inconsistent consistent with the one presented to anonymous users

As a new user the search form should be consistent with the one presented to anonymous users
