[2.7.0] WEB it's impossible to switch off the pan function

Describe the bug After upgrading the library in the InteractiveViewer I can't switch off the pan function and it works like freePan is switched on and the document will be cut.

Expected behavior If the the Interactive viewer has a flag panEnabled: false, the pan function shouldn`t work
