[pdfx] Allow zooming out more

Is your feature request related to a problem? Please describe. Sometimes, especially with screens that are wider than they are high (tablet in landscape mode for example), users want to zoom out on PDFs to be able to see one whole page or more.

Describe the solution you'd like I would like to be able to set a minScale less than one, so that PDFs can be zoomed out more than they can at the moment. Right now I can only zoom out until the width of the document is the same as the screen.

Describe alternatives you've considered I tried adjusting the viewportFraction, but it seems like that isn't what I want.
