Make a per site receiver for trunk-recorder-status-server WS telemetry and store in Django

Should be pretty easy, just need to parse out the json from here and parse into models/DB. Then the real magic can happen ;)

@dreinhold looks like it can keep up and it shouldn't be any heaver that transmissions on the DB
