This would be hugely helpful; in sbt 1.9.x there is a different way of publishing plugins.

👍🏻 for fixing this. This affects SNAPSHOT builds, which don't have a `.jar` format, but rather, are defined based on what is in `maven-metadata.xml`.

Thanks for this @sbrunk! I'm afraid it's only possible to pull into the Artifactory from Maven Central.
