Had the same issue, I opened a PR to add rackup. From what I could gather, it was removed on a release of rack and needs to be installed: https://github.com/rack/rackup?tab=readme-ov-file#soft-deprecation

Behavior was explicitly changed on https://github.com/prometheus-community/postgres_exporter/commit/8d087f2c64c4a16d9214392ad39a31720eb38ee0 but the README was not updated.
