Render2DXTroopers: Certain files horribly broken

Keysounds heavily desynced and/or missing. Examples include 17059 and most versions of 24084.

Update on this. 07026 is fine, it just sounds different than I'm used to because of how it got keysounded for IIDX.

The others are a result of mismatching sound effects between difficulties that sound different. This wouldn't necessarily be a problem, except these same files tend to cause out of bounds indexing before reaching the intended chart, meaning the correct version may not get rendered at all. 240844 and 240845 are examples of this.
