[BM2SM request] Parse Time Signatures to SM file

Starting DDR 2014 to present, the ssq file has data containing the time signatures used primarily for measure guide lines. SM5 has time signature tag. It would be nice to add it to sm file.

#TIMESIGNATURES:a=b=c; where a = time in beats b = number of beats per measure c = base note per beat
