Bug Report: Fixing the category dropdown in issue section. Category is also a selectable option in dropdown which results in incomplete issue of books.

Reproduction steps

Make an issue of book wihout specifying category.

Expected behavior

In issue section category dropdown "category" option should be an unselectable option only for reference and it should be mandatory field which will prevent incomplete issues of books.

Actual Behavior

"Category" is clickable in category dropdown and therefore not mandatory which leads to incomplete issues of books .
