Can't get a connection

I just can't get a connection even before compiling payload.py to exe. Python 3.10 is installed on my windows machine but still nothing.

When giving command on installing, pip3 install -r requirements.txt, I get an error: ERROR: Could not find a version that satisfies the requirement sqlite3

Can this be the problem why payload doesn't work?
