Offer "Save for Later" option on workups

Sometimes the preclinical and the clinical want to edit each others work before submitting, and it would be convenient to be able to save the workup without having to put a placeholder in every field. This could also help attendings that are in the middle of a form to save it and then continue on it later.

This is a good idea. We could just relax the requirements on having a fully complete workup and then have the system email people who don't finish their workups (I got emails working).
