always get zeros from landsat geotif

I have a geotif created by QGIS and viewable with it that does not return any thing but zeros when opening with fulgurite

File can be found on the catapult shared drive in S:\VSE Domain\Shared\spin

Managed to reproduce this... the source image is bands 1 to 4 of LandSat 8 scene LC08_L1TP_203024_20190513_20190521_01_T1 merged together.

Re-saving the image in QGIS with pyramids has produces a working image. Though both have identical output from the metadata extraction example. More investigation to happen...
