Hide/ingore legacy reports

Add ways of ignoring legacy reports for devices that haven't been submitted to the database for at least a year. That would also get rid of the reports for GPUs that have had their display names names changed over the years (e.g. GTX 1060 -> Geforce GTX 1060 -> NVIDIA Geforce GTX 1060).

By default those should be ignored and if someone still wants to see them, they can disable that limitation from the ui.
