Making VulnerableApp as Lab Project in Owasp

Is your feature request related to a problem? Please describe. Currently Owasp VulnerableApp is incubator project and as we have progressed well and also integrated in Owasp ZAP's weekly build so i think we can move to the next step which is Lab Project.

This might require to read some documents of Owasp regarding project reviews and then may be specifying a clear and concise statement which specifies the problem and how we are fixing it and how that problem is not solved or tackled currently.

Some of the links that can help us are there in readme.md.
