Add Portuguese-BR Translation and introduce a locale dropdown in documentation which translates to selected locale.

Is your feature request related to a problem? Please describe. Hi! I was wondering whether a translation of the README to pt-br is worthy. I can do this and I believe it will bring more visibility to the brazilian comunity to also contribute.

Describe the solution you'd like Create a README file translated to portuguese-BR. Along with that can you please also change the documentation locale specific based on a drop down.
